Income Verification Forms

In order to obtain the higher incentives allowed for measures installed in "hard-to-reach" customer homes and multi family dwellings, Project Sponsors must complete the appropriate Commission-approved form.

Household Self Certification Form of Income Eligibility for Full Incentive Energy Efficiency Services

This statement is made to verify an individual customer's household income. It is to be used to certify "hard-to-reach" status for an individual dwelling or an individual multi family unit when an entire complex cannot be certified using the Category 1 or Category 2 method described below.

Whole-Complex Tenant Certification for Multi Family Dwellings

Project Sponsors may use this form to verify that at least 75 percent of the units: (1) are rented by income eligible customers, and (2) have a separate electric meter. Contractors participating in the programs receive higher incentive payments when at least 75 percent of the tenants in an individual complex qualify as income eligible. One form must be filled out for each qualifying multi-family apartment complex.

Page 2 of the tenant certification form is to be used if the tenant rental applications for multifamily dwelling occupants meet the following criteria:

  • are dated within the past 18 months
  • show the number of individuals residing in the unit
  • show the household income, and
  • meet the eligibity criteria for at least 75% of the occupants.

Otherwise, the household income for at least 75% of the occupants must be verified using the Household Income Self Certification form (above).

Customer Affidavit Forms

All Project Sponsors are required to obtain a signed customer certificate after measure installation and prior to invoicing Xcel Energy. The Customer Affidavit Forms are available to download in Adobe Acrobat.

Host Customer Agreement

All Project Sponsors are required to utilize certain provisions in their Host Customer Agreement. Xcel Energy has produced a sample agreement that complies with the Company's requirements:

TDHCA Standards

All measure installations should comply with the standards in the TDHCA Standards Manual.

2009 User Guides

The User Guides provides Project Sponsor's with guidelines on completing the majority of on-line inputs required to participate in the program after contract award.

Deemed Savings Calculation Helper

Xcel Energy is making available a downloadable deemed savings helper spreadsheet. The spreadsheet is in Microsoft Excel™ format. In order to use the spreadsheet, users must accept the following license agreement:

BY USING THE SOFTWARE CONTAINED HEREIN YOU ARE INDICATING YOUR ACCEPTANCE OF ALL THE TERMS AND CONDITIONS OF THIS AGREEMENT. IF YOU DO NOT AGREE WITH THE TERMS AND CONDITIONS OF THIS AGREEMENT, PLEASE DECLINE WHERE INSTRUCTED, AND YOU WILL NOT BE ABLE TO USE THE SOFTWARE.

This Xcel Energy End User License Agreement ("Agreement") sets forth the terms and conditions under which you are licensed to use the Software. Software means (A) all of the contents of any disk(s), CD-ROM(s) or other media with which this Agreement is provided, including but not limited to (i) Xcel Energy or third party software; and (ii) related explanatory written materials ("Documentation").

Xcel Energy grants to you a nonexclusive license to use the Software, provided that you agree to the following:

The Xcel Energy software is provided "AS IS" and without warranty of any kind and Xcel Energy and Xcel Energy's suppliers EXPRESSLY DISCLAIM ALL WARRANTIES AND/OR CONDITIONS, EXPRESS OR IMPLIED, INCLUDING, BUT NOT LIMITED TO, THE IMPLIED WARRANTIES AND/OR CONDITIONS OF MERCHANTABILITY OR SATISFACTORY QUALITY AND FITNESS FOR A PARTICULAR PURPOSE AND NONINFRINGEMENT OF THIRD PARTY RIGHTS. XCEL ENERGY DOES NOT WARRANT THAT THE FUNCTIONS CONTAINED IN THE XCEL ENERGY SOFTWARE WILL MEET YOUR REQUIREMENTS, OR THAT THE OPERATION OF THE XCEL ENERGY SOFTWARE WILL BE UNINTERRUPTED OR ERROR-FREE, OR AGAINST DEFECTS IN THE USE OF THE XCEL ENERGY SOFTWARE OR RELATED DOCUMENTATION IN TERMS OF THEIR CORRECTNESS, ACCURACY, RELIABILITY, OR OTHERWISE. SOME JURISDICTIONS DO NOT ALLOW THE EXCLUSION OF IMPLIED WARRANTIES, SO THE ABOVE EXCLUSION MAY NOT APPLY TO YOU.

3. LIMITATION OF LIABILITY. IN NO EVENT WILL XCEL ENERGY OR ITS SUPPLIERS BE LIABLE TO YOU FOR ANY CONSEQUENTIAL, INDIRECT, INCIDENTAL, PUNITIVE OR SPECIAL DAMAGES, INCLUDING ANY LOST PROFITS OR LOST SAVINGS, EVEN IF A REPRESENTATIVE OF XCEL ENERGY OR ANY SUPPLIER HAS BEEN ADVISED OF THE POSSIBILITY OF SUCH DAMAGES, OR FOR ANY CLAIM BY ANY THIRD PARTY. SOME STATES OR JURISDICTIONS DO NOT ALLOW THE EXCLUSION OR LIMITATION OF INCIDENTAL OR CONSEQUENTIAL DAMAGES, SO THE ABOVE LIMITATIONS MAY NOT APPLY TO YOU.

4. GOVERNING LAW AND GENERAL PROVISIONS. This Agreement will be governed by the laws in force in the State of Texas. This Agreement will not be governed by the United Nations Convention on Contracts for the International Sale of Goods, the application of which is expressly excluded. If any part of this Agreement is found void and unenforceable, it will not affect the validity of the balance of the Agreement, which shall remain valid and enforceable according to its terms. You agree that the Software will not be shipped, transferred or exported into any country or used in any manner prohibited by the United States Export Administration Act or any other export laws, restrictions or regulations. This Agreement shall automatically terminate upon failure by you to comply with its terms, in which event you must destroy all copies of the Software. This Agreement may only be modified in writing signed by an authorized representative of Xcel Energy, although Xcel Energy may vary the terms of this Agreement in connection with the licensing of any Updates to you.
